Collect

Steps

  1. Contact the seller first and keep the messages.

  2. In the Resolution Center click Report a Problem, choose the payment and the reason. File within 180 days of payment (item not received) or within 30 days of delivery for an item not as described.

  3. If you and the seller do not agree, escalate the dispute to a claim before day 20. Open the dispute, click Need Help?, then Review my case.

PayPal often requires that at least 7 days have passed since the payment date before you can escalate.

  4. Wait for PayPal's decision. Answer requests for information quickly.

  5. If PayPal does not resolve it, complain to the CFPB.

Watch out

  • The Resolution Center, Message Center and live chat agents need the account holder to sign in.
  • Phone support needs the account holder; PayPal's help pages say an account limitation is lifted through the Resolution Center steps, not by phone.
  • Limitations often need identity documents (ID, proof of address) uploaded by the account holder.
