Steps

  1. Open the Resolution Center (or the bell icon on the Dashboard) to see the steps to remove the limitation. If an email says the account is limited but the Resolution Center shows nothing, the email may be fake.

  2. Complete every step and upload the documents PayPal asks for.

  3. For a payment on hold, add tracking or mark a service order Completed so PayPal can release it.

  4. If the review takes longer than PayPal says, send a message through the Message Center and keep a copy.

  5. If the funds are still not released, complain to the CFPB and your state financial regulator.

Watch out

  • The Resolution Center, Message Center and live chat agents need the account holder to sign in.
  • Phone support needs the account holder; PayPal's help pages say an account limitation is lifted through the Resolution Center steps, not by phone.
  • Limitations often need identity documents (ID, proof of address) uploaded by the account holder.
